Społeczeństwo białoruskie jest tworem bardzo specyficznym. Trudno tu mówić o istnieniu społeczeństwa obywatelskiego, ponieważ nie funkcjonują – lub nie funkcjonują prawidłowo – podstawowe instytuty takiego społeczeństwa.
