Political Spying in Russia (1880-1917) Peregudova Z. I. The book traces history of Russia' major political surveillance agency, the Police Department, from the moment of its establishment in 1880 until its disbandment. The author examines the Department's organization, functions and role in Russia's penal system, as well as changes made in response to sociopolitical developments. The researcher explains how the Police Department coordinated its operations with local political surveillance agencies, describes the Department's priorities and methods employed by the political police (the external surveillance service, spies, perusing). The research focuses on the Department's Special Section that coordinated shadowing operations in Russia and abroad. It includes chapters on efforts to break up of the spying ring after the February revolution. Based on secret archival documents, the researcher calculated the number of spies employed by the Department and its local agencies.
