One of the core functions of independent think-tanks is to serve as an impartial watchdog overseeing the policies and decision-making of government and public administration. But think-tanks have an important proactive role as well. Through their policy research and analysis, they can engage other partners in society in a dialogue designed to foster a richer debate before the next important policy decisions are taken. It is this advocacy role that enables a range of stakeholders in society to develop an informed understanding of the policy options that affect them in their daily life and daily business.
